do you think this is the ex-French tugboat GOLIATH? Is a photo shot in Toulon in 1944. Comparing this vessel with the original plan of the tugboat GOLIATH (once posted by the Marine Nationale and free to be downloaded), I think this is very different.

The photograph and the plan show the same ship but between 1905 and 1943, the ship was transformed several times.
